Personal interpretation: I think this image shows a mixture of Heather and the real Blair Witch. Her head looks like Heather, with the same wool hat and long hair. But the body is more like the description Mary Brown gave of the witch in the first film. A shaul, under which is a body covered in dark fur. Very hard to see but that’s my take.
